Harris County bought the building in 1986, causing it to become a courthouse. Bob Eckels, then the Precinct 3 commissioner, established a community center in the ground floor's north half. Steve Radack became the commissioner of Precinct 3 and began renovating the building. After the census of 1990 the county rezoned the community center and the surrounding neighborhood into Precinct 4. The county moved the center back into Precinct 3 after the 2000 Census.
